NEHUNSA questions the authority of NEHU as to why there is an utter disregard to the EC resolutions

Shillong, March 08: NEHUNSA questions the authority of North-Eastern Hill University (NEHU) as to why there is an utter disregard and dishonour to the EC resolutions from time to time.

In one particular case as per EC NO:176:2020:6:4: (i) dated 27th of November 2020, the Executive Council had taken a resolution to conduct a preliminary inquiry and the chairman of the Executive Council was to constitute an enquiry committee.

It is learnt from reliable sources that after the constitution of the Preliminary Inquiry Committee, there was a laxity to take prompt action which has led to the delay in solving serious cases involving alleged financial irregularities in the university. Such delays may give the opportunity and ample time for the alleged official(s) to further manipulate the irregularities, if any.

It may be noted that NEHUNSA is not in the favour of protecting the guilty but due process of law as per NEHU Acts and Statutes should be followed. It also believes that anyone found guilty should be punished as per law. But as a mature stakeholder it is the duty of the association to see that all EC resolutions are honoured and followed in letter and spirit.

The Executive Council of the University is the supreme authority and the NEHUChief Vigilance Officer (CVO) cannot overrule or overstep any resolution taken by the EC.

Recently it is observed that the CVO has acted in an authoritative manner and in haste without waiting for the Report of the Preliminary Inquiry Committee which was constituted as per the direction of the EC. This very act of the CVO is found to be uncalled for and should not be upheld by all means.

The University needs an active and knowledgeable CVO and at the same time the NEHUNSA objects the appointment of the current CVO as he is holding an office which is involved in policy-making decisions in the university and he is also a member of the building committee.

It has always been the case that a Chief Vigilance Officer (as per DoPT) should be one who is not holding any official post and he should be an independent officer. In a letter addressed to the Vice Chancellor NEHUNSA demands that the current CVO should be removed immediately and any such orders which violate any EC resolution should be withdrawn.
