Smit, August 08: A large gathering of Sordar and Rangbah Shnong of Smit and Mawkynrew area convened by the Synjuk ki Nongsynshar Shnong, held a meeting in the Dorbar Hall of Nongmadan Smit, Hima Khyrim, to discuss traditional institutions and governance issues. The meeting also discussed at length the proposed KHADC Village Administration Bill 2013. The gathering was presided over by the President of the Synjuk Bah Tyngkai Mynsong, Sordar Raid Rngi, Hima Khyrim.
The Synjuk Nongsynshar Shnong, of Mawkynrew area invited Bah John F Kharshiing, Co-Chairman, Meghalaya State Planning Board; & Chairman, Grand Council of Chiefs of Meghalaya, & Spokesperson, Federation of Khasi States, to enlighten the Village Chiefs on the proposed various legislation including the KHADC Village Admin Bill 2013, the RTI Act 2005 and other matter.
The Chairman of the Grand Council of Chiefs of Meghalaya, informed the gathering of Village Chiefs that there was need for a strong mechanisim to be set in place for conducting regular orientation programs by the Government of Meghalaya and the ADCs for the traditional Institutions especially the village Chiefs so that their executive, legislative and judicial administration are in consonance and in mutual harmony with the prevailing constitutional laws.
He urged the KHADC to urgently initiate the passing of the important village administration bill including after making necessary amendments as demanded by the numerous village chiefs.
The village chiefs unanimously resolved to support the KHADC Village Admin Bill 2013 provided there was necessary amendments made to the role and function of the Village Dev Council which in its present form would usurp the authority of the village Dorbar Shnong.
The village chiefs of the area also resolved to convene again with all the village chiefs under Hima Khyrim Syiemship to discuss village governance issues for creating an create awareness on the KHADC (Administration of Justice) Rules 1953, the Meghalaya Town & Country Planning Bye-Laws and other laws.
The village chiefs resolved to attend the gathering on 13 August 2013 to be held in Khasi National Dorbar Hall, Mawkhar, Shillong, to remember the 65 years (17 Aug 1948 to 2013) of acceptance and agreement by the Government of India to the treaty of the Instrument of Accession and Annexed Agreement.
