The MSSASA teachers slam the state Govt on D.El.Ed training programme

Shillong, February 21: The Diploma in Elementary Education (D.El.Ed) programme is a specifically designed package for inservice untrained teachers working in Lower primary/ upper primary schools of different states of the country. On the initiative of Ministry of Human Resource Development (MHRD), Govt. of India, keeping in view the NCF 2005, RTE 2009 and NCTE norms, the Programme aims at enabling the target group to develop in teachers the  skills, competencies, attitudes and understanding to make teaching and learning more effective and to raise the quality of Education in the State.The MSSASA Slam the State Govt on D.El.Ed Training Programme.

To ensure that all untrained teachers acquire the requisite qualifications  as prescribed by the National Council of Teachers Education (NCTE) and after the notification of the ” Right of Children to Free and Compulsory Education Act 2009 effective from 1st April 2010, it is imperative that all teachers teaching at the elementary level, if not trained, shall have to acquire training qualification within a period of five years, as “Teaching is a profession which requires development of typical the feelings and skills of harnessing the good qualities in a learner”

MHRD Govt of India in the Project Approval Board (PAB) 2013-14, had given it approval for training of 15822 inservice untrained teachers from among 27097 untrained teachers in the state for Diploma in Elementary Education (D.El.Ed) training on government deputation, which State Government had tie up 7822 untrained teachers to be train with NIOS in 2013.
Further, Meghalaya SSA Schools Association (MSSASA) Central Body found in the RTI report received recently from MHRD , it is mentioned that in the 238th meeting of the PAB of SSA 2016-17 which was held on April 22 last year under the chairmanship of Dr.S.C.Khuntia Secretary D/O SE&L, MHRD, “out of 15822 untrained teachers approved for training , 4385 have received the Diploma in Elementary Education (D.El.Ed) training certificate from NIOS, which is also the 1st batch enrolled in 2013 out of 7822.

Query arise here is ,”if the 1st batch untrained teachers which have 4385 in numbers have received their D.El.Ed training certificate as mentioned by the state government in PAB 2016-17 , then who are those 4385 aggrieved untrained teachers and why the state government keep silent”. More than 1 year had passed since the day they had completed their final year exam on Nov 2015 but till today none from the 4385 untrained teachers receive their training certificate as claimed by the State government in the PAB 2016-17, “whose failure is this and who will be responsible for it, the 4385 aggrieved teachers, the NIOS or the state government, why state government silent though the aggrieved teachers had approached the government several times, why their rights are being deprived”, MSSASA questions the state government.

Recently,as part of protest against the failure of the NIOS to rectify the faults in Diploma in Elementary Education result 2015 , Meghalaya SSA Schools Association (MSSASA) Central Body had carried out with 2 days gate dharna infront NIOS Office Shillong on January 24 and 25 followed by 6 days letter campaign to the Hon’ble Prime Minister Narendra Modi and requested him to intervene the matter. MSSASA had also submitted a memorandum to the Chief Minister Dr. Mukul Sangma on January 31 and requested him to intervene the matter said Mr Aristotle C.
