Any religious service is permitted to upto 50% of the seating capacity of the place of worship: DC

Shillong, Sept 04: In pursuance to the order of Home (Political) Department, Government of Meghalaya vide No.POL.75/2020/PtI/113 dated 03.09.2021 and in continuation to this office order No.C&S.3/2009/PT.III/134, dated 28.08.2021 and whereas it is observed that the number of COVID-19 cases in the district still stand at 1101 cases in total.

The positivity rate is 9.4% for the last one week, And whereas with the decline in cases, the Government has permitted various livelihood-related, economic, religious and educational activities, and whereas in doing so it is essential that all possible precautions are taken to prevent another surge in COVID-19 cases that may have a debilitating impact on the economy and put further stress on health-care systems.

Miss Isawanda Laloo, IAS, District Magistrate, East Khasi Hills District, Shillong in exercise of the powers conferred upon me under section 144 Cr. P.C. read together with Regulation 3 of the Meghalaya Epidemic Diseases, COVID–19 Regulations, 2020 do hereby impose the Containment Measures in East Khasi Hills District with immediate effect.

Night Curfew will be promulgated under Section 144 CrPC w.e.f 8:00 PM to 5:00 AM daily in East Khasi Hills District, as part of containment measures. There shall be a total ban on movement during this time.

Dorbar shnong meetings, trainings, official programmes and private programmes are permitted with prior permission from this office and subject to attendance of not more than 1/3rd of the total capacity/venue, with a cap to be fixed by this office as per local situation

Opening of shops and other economic activities is permitted and will continue as per regulation given in this office order No.C&S.2/CVD/2021/ORD/280 dated 28.08.2021. Based on local situation, SDOs (C) will regulate shop-opening in their respective jurisdictions.

Home delivery in respect of restaurants and food establishments and operations by e-commerce companies at full capacity is permitted within curfew relaxation hours. Private transport may ply at 100% capacity only within curfew relaxation hours and subject to adherence to health SOPs.

Public transport within East Khasi Hills and inter-district public transport vehicles (from East Khasi Hills to other districts and back) are permitted to ply at 50% capacity and will be regulated as per order No.C&S.2/CVD/2021/ORD/290 dated 04.09.2021. 7.

Sports activities as outlined in this office order No.C&S.3/2009/PT.III/132, dated 21.08.2021 are permitted subject to compliance with the SOPs issued by the Sports & Youth Affairs Department.

Religious places/Places of Worship will comply with the SOP issued by the Home (Political) Department vide Order No.POL.75/2020/Pt.1/108 dated 13.08.2021, and the total number of persons during any religious service is permitted to upto 50% of the seating capacity of the place of worship, as per orderNo.POL.75/2020/Pt.1/113 dated 03.09.2021.

Marriage Rituals and engagements require prior permission and will be regulated as per this office order No. C&S.3/2009/PT.III/132, dated 21.08.2021. Wedding receptions are not permitted.

Tourist spots, restaurants, cafes, teashops, bars, hotels, home-stays and guest houses will open as per the regulations given in this office order No. C&S.3/2009/PT.III/134, dated 28.08.2021.

All conditions and advisories outlined in the SOP of the Tourism Department in relation to entry and registration of tourists, and vaccination requirements are to be adhered to. Page 2 of 3 12. School reopening and college reopening will be as per notification of the Education Department vide No.EDN.40/2020/69 and No.EDN.40/2020/71 dated 26th August 2021.

As recommended in the notification, the Task Force Committee headed by the Deputy Commissioner will monitor the resumption and safe operations of schools and colleges. 13. Central Government offices and State Government offices will function at 100% strength and shall close by 5:00 PM.

Private offices are permitted to open w.e.f from Monday to Friday, at 50% attendance strength. They shall close by 5:00 PM. 15. Banks and Post offices are permitted to open at 100 % strength and shall close by 5:00 PM.

Skill training programmes (both Government and private) may resume with prior permission from this office and subject to compliance to the SOP issued by the Ministry of Skill Development and Entrepreneurship vide F.No.B-12011/2016-SDE(Part-I) dated 11.06.2020.

They may apply for permission in hard copy or via email at dcofficeshillong@gmail.com furnishing details of the training programmes, number of trainees and vaccination status of the trainees/trainers/staff engaged.

Shops including vendors will remain closed on Sundays. Dine-in establishments and tourist spots which have received permission from this office and  concerned SDO (C) may open on Sundays as per the conditions already issued.

Exemptions from Curfew and Restrictions, Health services including emergency services and vaccination. Medicines and Pharmaceuticals. Movement of essential goods Movement for medical emergencies. Persons travelling on Essential Government duty viz., a. Medical Teams and officials on COVID-19 Duty.

Police, Security and Armed Forces, Civil Defence and Home Guards, Fire & Emergency Services, Electricity,  Water Supply, Municipal Services, Public Distribution System, Information and Public Relations, Telecommunication services.

Print and  Electronic Media,  NARI/ 1917iTEAMS, Petrol pumps, LPG Distributors, Essential Veterinary services including feed and fodder movement for livestock for farmers. In view of the urgency of the matter this Order has been made ex parte. Given under my hand and seal this the 4 th of September, 2021.
