Can arts and culture department sanction scheme meant for market complex:Lamki

Shillong, August 0 4:  A concerned general members of the Sein Jaintia shillong, Lamki Kyndiah a resident of Paltan Bazar, has question the demolition and construction of the Sein Jaintia hall at Qualapaty without the knowledge of all the members.

Addressing reporters here on Thursday, Kyndiah alleged that the decision to demolished and construct this hall was taken by the executive committee of the Sein Jaintia without the consultation of all the general members which is an act of domination and total disregards to all the members belonging to the Sein here in Shillong.

Informing that the executive members did not conduct the general meeting of the Sein Jaintia for 13 years which is unacceptable, he also said that the demolition of the hall then started on August 2015 without the general meeting being conducted despite the decision taken by the EC on 29 august 2015 that a general meeting will be first called before demolition of the hall takes place.

“In this regards I file an RTI on 16 March 2016 at the office of the secretary Sein Jaintia but till date did not get any response, and on March 21, 2016, I wrote to the president of the Sein Jaintia, Toki Blah to call for the general meeting and to obey the article 7 of constitution of the Sein Jaintia which states that a grand general Dorbar should be conducted after every 2 years but to no avail,” he said.

He said that on 4 April 2016, he then wrote a letter to the chairman of the board of trust GS Passah to clarify if the demolition was decided by the general body but fail to get any reply.

“Surprisingly the building committee headed by GS Massar as the chairman sat for another meeting where they discuss to get financial aid for construction of the hall,” Kyndiah said while questioning how they started with the demolition process without having money for the full construction and that a shortage of Rs 2 core is lacking to complete this Rs 3.2 crore project.

He also said that according to the RTI, It was also learnt that Rs. 1,54,1 1,000 was sanctioned from the department of art and culture for the construction of the ‘Sein Jaintia Indigenous Culture-cum-Multipurpose Centre at Bara Bazar’ Shillong (Phase 1), but the drawing submitted by the Sein Jaintia to arts and culture which has been sanctioned by MUDA contains 16 shops in it.

Questioning if the arts and culture department can sanction scheme meant for market complex, he said, “I suspect that something behind the scene is going on because I was also denied to see the agreement signed with the contractor for this construction.
