NGO;s from Garo Hills demanded that police involved in the firing in Resube punished

Shillong, March 09: The NGO’s from Garo Hills has written to the Chief Minister Dr Mukul Sangma  today demanding that all police personal who were involved in the firing at Resubelpara North Garo Hills District.

The NGO’s alleged that the atrocities committed by the police everywhere and recently at Resu are not an isolated incident and this kind of terrible and fatal harassment against innocent civilians have taken place all over Garo Hills in the past decade in the history of Meghalaya. This kind of highest atrocity by the police which violates the constitution of India must be expropriated and nipped in the bud at the earliest.

The Meghalaya Government must abrogate the dictum “the gun is the rule” by legislating stricter rules to discourage the gun totting menaces in the police force from harming innocent civilians and make the police force more accountable to the rule of the law and governmental mechanism. The police must not enforce the rule of the gun on innocent civilians. The highest law of the land is protecting the God given right to live and protection of the civilians. The Meghalaya Police seems to follow the preemptive strategy of culling militancy whatever the cost demands even innocents.

Vengeance and revenge is not the rule to be followed by anyone in the country and that is the reason why the constitution and the judiciary exist whereas per law anyone violating the law of the land is punished. The Police department of Meghalaya seems hell bent on vengeance and revenge for anything and everything eschewing the level and degree of any kind of perpetration as otherwise decreed by the law of the land.

The police department seeks to pursue the archaic law of the divine right to persecute anyone by the mightiest the gun power. Perhaps the time has come to scrutinize the psyche of the person wishing to join the police force whether their intention is just to obtain a job or to serve the people in general. The ignominious glory of the police personnel to gloat in perpetual ecstasy to evade the law by due of a police uniform armed with lethal weapon must be checked and stopped. The idea propagated by the police of misinformation, misjudgment and mistakes has become a stale excuse due to high rate of fake encounters in the state.

This particular ambush which the police department now terms it as minor transgression where the victims have not stopped for police checking would have been an encounter if the police were given enough time to frame the victims by placing unaccounted and unregistered guns at the place of their crime which they always carry for such a purpose. There are uncountable acts of transgression by the police personnel and there are accusations galore which are simply ignored by the higher authorities in the police hierarchy and almost always the Meghalaya government keeps mum for reasons best left debatable and arguable.

The NGO’s alleged that, the Police extortion racket,it is an open secret, as per reports by the people of North Garo Hills that the police ask for money from every commercial vehicle whether the business is of small traders, big businessmen or a coal trucks. As per the reports, the place is of police business is oft Kaldang point in Resu which is the place where many business trading with the adjacent state from Resu passes through that place.

The NGO’s demand that The police personnel especially from SF10 who are involved in the shooting of the innocents be terminated from their jobs. The SP, North Garo Hills is immediately transferred.The medical expenses are borne by the government.

The NGO’s like the ADE, FKJGP, GSU, and AYWO are glad that the government is well underway in constituting a judicial probe into the matter. But they  are also well aware how the judicial enquiries end up from past experiences and it is just a show on the part of the government where the results of the enquiries are not binding on the government at all.

The NGOs demand that, the victims be given jobs by the government and that there is insurance that no more civilians are harassed, hurt, maimed or killed on the pretext of culling militancy because it has gone on for too long where human rights are violated with impunity by the police department.

Police personnel are accounted for their incorrigible attitude that killings of innocent are possible due to militancy. A stricter legislation must be passed in the assembly that makes the police personnel accountable for such acts of transgression. The culprits, in this case the police personnel involved in the unwarranted ambush of innocents be immediately arrested and penalised. Said the NGO’s from Garo Hills in their press statement issued to the media houses today.
