The NGEA met Mr Benedic, new CEM of GHADC on the pending salaries for 33 months

Tura, April 23: The Non Gazette Employees Association (NGEA) have met the newly chief Executive Member of GHADC Shri. Benedic Marak and brief him about various issued and grievances particularly about the payment of pending salaries for 33 months, but there is no positive response from the new CEM of GHADC, neither there is any written assurance to pay the pending salaries to the employees of GHADC.

While discussing with new CEM we have strongly demanded for removal of the present Secretary of GHADC Smti. Rikse R Marak for various reason and we further informed CEM that we cannot accept and cooperate with Rikse R .Marak as shed had not been a good term with the employee of GHADC, therefore the employees of GHADC led by the NGEA had demanded the immediate removal of Rikse R. Marak from the Secretary of GHADC.

On the demand for the removal of the secretary Executive  the new CEM of GHADC have neither given any specific assurance to pay the pending salary of 33 months for the employers of GHADC nor he has accepted the demand of the employee to remove Smt. Rikse R. Marak from the post of Secretary of GHADC.

The leaders of the NGEA  further stated herein that the newly elected CEM of GHADC rather express his desire to allow Smt. Rikse R. Marak to continue as a Secretary of GHADC. In this respect, the NGEA and also the employee of GHADC beg to state that at present there is a Principle Secretary and also the Joint Secretary of GHADC who are more capable and efficient.

These officers are having lot of experience who knows each and every affairs of GHADC and who are more concerned and have a good will to solve the problems of employees of GHADC can take over or can be promoted and appointed to the post of Secretary to the GHADC.

And as per Assam and Meghalaya ADC Rule 1952 it is very clear that District Council should appoint their own Secretary and moreover Rikse R. Marak was deputed as a Secretary for the period of only Six Months, but her term as a Secretary was extended without following due procedures an she is allowed to continue as a Secretary to GHADC till date.

There are multiple reasons for demanding the removal of Smt. Rikse R. Marak from GHADC. The NGEA also stated that while meeting with the new elected CEM of GHADC instead of resolving the problem, The new CEM was threatening the members of NGEA to conduct and enquiry against the NGEA members in this regard.

The leaders of NGEA beg to state that disciplinary action and enquiry and charges against the members and the leaders of NGEA is not a new thing as the leaders and the members of NGEA had been facing lot of charges and enquiries and unnecessary disciplinary proceeding from the GHADC authorities particularly since from the previous Executive Committee led by NPP and from the present Secretary of GHADC.

The NGA leaders said, for the reason that we have been fighting for our pending salaries and more importantly Smt. Rikse R. Marak has taking and considering the leader of NGEA as a criminal therefore she has filed the FIR against the members of NGEA and to that effect the members of NGEA also filed the counter FIR against her which is still pending with the Police Department.

The new CEM has requested as to resume the work but surprisingly he has not given any assurance to pay our long pending salaries. The NGEA also stated that how long they will work without food, to work they need strength, to get strength we need proper food and to have a proper food we need money and to have a money we need salary.

The principle of Right to Equality Article 14 of the Constitution Equal pay for equal work, no pay no work and no work no pay, therefore we have decided to continue to abstain from our work and  duties until they get the written assurance from Chief Minister Mr. Conrad K. Sangma and from new elected CEM of GHADC.

It is also appears in various news media that 70% of the employee of GHADC are ready to resume the office and to do their duties but it is only the member of NGEA who are not willing to resume their work, in response to this media report.

The NGEA beg to informed to the public that it is not only the NGEA Leaders and the Executive members of NGEA who does not want to resume their work but the entire employees of GHADC particularly non-Gazetted employee of GHADC are not willing to resume the work an want to continue to abstain from their work till they receive their salary.

The NGEA leaders said that, until any written assurance from CEM of GHADC and from the Chief Minister of Meghalaya therefore we strongly rejected the statement given in the media that 70% of the employees are ready to resume for their duties.

The employee of GHADC and the members of NGEA have the high expectation from the new Executive Committee but they are discouraged and disappointed after formally having a talk with the new CEM of GHADC and have lost trust even in new Executive Committee of GHADC.

From the meeting today the NGEA has less hope that the new Executive Committee of GHADC will committed to redress the grievances of employees particularly in clearing the long pending of 33 months of salary to the employee of GHADC, said Mr Flaming B. Marak Joint secretary of the NGEA in the press statement issued today.
