Jowai, July 11: The Chairman of the Jaintia Hills Autonomous District Council (JHADC) Laitsing Shylla, today write to the Union Home minister of State apprise him about the memorandum submitted by the Council to the home ministry.

The Chairman of the JHADC said that in Meghalaya there are three Autonomous District Councils CADCs) viz, Khasi Hills Autonomous District Council, Garo Hills Autonomous District Council and the Jaintia Hills Autonomous District Council constituted under the Sixth Schedule to the Constitution.
However, it is rather unfortunate that these ADCs have not been covered within the purview of the Finance Commission (Art. 280 of the Constitution) in the matter of devolution of”financial resources from the Centre.
In recent years, the Union Home Ministry had initiated the proposal for making certain amendments to the Sixth Schedule with a view to making the ADCs more vibrant and stronger.
At the same time, the Home Ministry had also initiated a proposal for making certain amendments to Art. 280 of the Constitution with a view to covering the ADCs within the purview of the Finance Commission. In this connection the Home Ministry vide D.O. NO.1100121l20/2009-NE-IV dated 06.12.2012 had called for the views and comments of the State Government and the ADCs.
On this regard the Jaintia Hills Autonomous District Council after making their study and examination of the 2 (two) Draft Bills of the Home Ministry, viz (I). “The Sixth Schedule to the Constitution Amendment Bill, 2012” and (2). “The Constitutional (Amendment) Bill, 2012” which relates to Article. 280 of the Constitution, had duly furnished their views, comments and recommendations to the Home Ministry vide letter 0.JHADCIGENLl3/2013/41 dated 19.07.2013 addressed to the Joint Secretary (NE), Ministry of Home Affairs, Government of India, North Block, New Delhi=l l 000 1.
The Chairman of the JHADC earnestly request the minister of state for home to kindly take into consideration the views, comments and recommendations of Jaintia Hills Autonomous District Council as duly furnished to the Home Ministry for the best interest of ADCs and our tribal people.(SP News)
