All the contesting candidates, agents, political parties are prohibited not to write on wall

Shillong, November 21: In view of the upcoming Bye-Election to the Khasi Hills Autonomous District Council 2016 and to ensure peaceful conduct of Bye-Election by implementing the code of conduct and prevention of defacement of public and private properties by all contesting candidates or the Political parties within the East Khasi Hills District, the District Magistrate issued an order under Section 144 CrPC prohibiting all the contesting candidates or their agents or the political parties from wall writing, pasting of posters or papers or defacement in any other form, or erecting or displaying of cutouts, hoardings, banners etc.

This prohibition is on any public property or public premises. The Order also states that no political parties or candidates will be allowed to put banners on all roads or thoroughfares, no wall writing, pasting of posters or papers or defacement in any other form, or erecting or displaying of cutouts, hoardings, banners etc. shall be permitted without written permission from the house owners and final approval from the office of the Returning Officer & District Election, East Khasi Hills District, Shillong.

No election meeting would be allowed without taking permission from the office of the Returning Officer & District Election, East Khasi Hills District, Shillong and subsequently local headmen regarding the venue of the meeting. No P.A. System will be allowed to be used between 10:00 PM to 6:00 AM and in case of P.A. System/Loud Speakers which are used without permission from the Returning Officer & District Election, East Khasi Hills District, Shillong the same will be seized immediately by local authorities and no rallies and procession will be allowed without the permission from the Returning Officer & District Election, East Khasi Hills District, Shillong.

This order will extend throughout the 3 District Council Constituencies going into poll for the KHADC Bye-Elections namely, 8 Nongkrem, 15 Laban-Mawprem and 22 Nongspung-Sohiong, East Khasi Hills District and it will come into force with immediate effect and will remain in force till the election process is over.

Meanwhile, the District Magistrate, East Khasi Hills District has promulgated an order under section 144 CrPC prohibiting person or group of persons from carrying money above Rs. 50,000/- (Rupees fifty thousand) only in the 3 District Council Constituencies namely 8 Nongkrem, 15 Laban-Mawprem and 22 Nongspung-Sohiong, East Khasi Hills District.

The order has been issued in view of the information received that some people are likely to carry large amount of hard cash to bribe the voters for casting their vote in favour of a particular candidate and that such action, if allowed, would affect the conduct of free and fair Bye-Election to the Khasi Hills Autonomous District Council 2016 and is likely to cause altercations between members of the public, leading to Law and Order problem, breach of peace and tranquillity, ultimately resulting to loss of life and property.This order shall come into force with immediate effect and remain till the completion of election process.
