Shillong, June 22: The Executive Committee of Mr Pynshngainlang Syiem in Khasi Hills Autonomous District Council (KHADC) today survive in the No Confidence Motion table by Smt Telinia Thangkhiew from the HSPDP without facing the trial of strength in the floor of the house as the opposition walkout after moving the NC without initiating the debate.
After the question is over the Chairman Mr LG Nongsiej asked Smt Thangkhiew who table the No Confidence Motion to move the motion, and accordingly she move the No Confidence Motion, after moving the motion when the Chairman as the mover to initiate the motion, the mover refuse to do so.
Smt Telinia Thankhiew, quoting rule 71 of the AD Rule she said that the motion after admitting in the floor of the house should be taken out not less than 24 hours or not more than 2 days.
But the Chairman Mr Nongsiej quoting the same rule that if exigencies of business required, the Chairman shall have the power to relax the rule and take out the motion earlier than twenty-fourth hours. The Chairman explains the need of exigencies is that to prove if the Executive Committee is still enjoy the majority in the floor of the house.
It is necessary that the motion has to be taken out so that the budget of the council could be passed. If the presence Executive Committee closes the majority then the New EC will have to pass the budget. But the mover refuses to initiate the discussion, instead of initiating the debate the opposition stage a walkout in protest against the Chairman.
When the opposition walkout from the house the Chairman term it as they have withdraw the No Confidence Motion and the EC let by PN Syiem survive without facing the trial of strength in the floor of the house.
After this episode the chairman proceeded with the business of the house by passing the budget of the financial year 2017-2018 without any cut motion the house passed the budget of Rs 201,59,38,220 .
