Shillong, March 24: The National Commission for Protection of Child Rights (NCPCR) will organising a “Regional Orientation Workshop of North Eastem States” with Media Personnel at Pinewood Hotel, on 29.03.2022.
The National Commission for Protection of Child Rights (NCPCR) is a statutory body constituted by the Government f India under Section 3 of the Commission for Protection of Child Rights (CPCR) Act, 2005 (4 of 2006) to protect, promote and defend child rights.
One of the functions assigned to the Commission under Section l3 (l) (f) of the CPCR Act is to undertake periodical review of existing policies, programmes and other activities and make recommendations for their effective implementation in the best interest of the child.
The NCPCR is also mandated under Section 109 of the Juvenile Justice (Care and Protection of Children)-JJ Act,2015 and Section 44 of POCSO Act,20l2 under Section 3l of the RTE Act,2009 to rnonitor effective implementation of the respective Acts.
Media is an important aspect of communication but in respect to publishing of Child Sexual Abuse content, identity disclosure and other correlated issues, there are some serious concerns that need to be addressed.
The following provisions of laws related to Children exits such as, U/s 23,33 (7) of to be addressed. The Prevention of Child from Sexual abuse(POCS0),2012, Uls 74 of Juvenile Justice ( Care and Protection of Children) Act,20l5 and Under Section 228(A) i Indian PenalCode( IPC),1860. Even the disclosure of the identity of a deceased child attracts the penal provisions of Section 7aQ) of the JJ Act, 2015.
Whenever, the rights of children are threatened, the role of Government of India, child rights organisations and the Media becomes paramount. Media as the fourth pillar of democracy has the onus of highlighting and bringing forth any violation of rights of children forthe concerrred authority to take due action. The workshop is being held keeping in view the significance of Media in upholding the rights of the children.
