The NGO’s From Garo Hills hear their grievances with the Governor V. Shanmuganathan

Shillong, November 11: A conglomeration of  NGO’s from garo Hills, under the leadership of the Garo Student’s Union (GSU) met the governor  Mr V. Shanmuganathan at Tura and submitted to him memorandum  hearing their grievances that the Garo Hills region need government attention.

In the memorandum urged the governor  to speed up the rehabilitation package of the surrendered  ultras who could easily become frustrated and could relapse to their old habits. More than the habilitation package they must be shown opportunities which is a productive and sustained activity so as to engage them and keep them busy.

The unemployment scenerio is another area which must be addressed because it feeds resources to the millitant organisations. We believe that the establishment of an Entrepreneur College could be a great mitigator to the educated unemployment problem of Garo Hills in the long run if the entrepreneurial culture can be nurtured with infrastructures to fully exploit the potential.

The illegal stone quarries and stone crushing units is proving to be an ecological menance which will have disasterous consequences ecologically and will effect a drastic change in the demographic structure of the region. Some scams needs to be arrested before it can indubitably become an arresting factor to progress and development such as the One Time Assistance from the Central Govt of Rs. 100 crore 71 lacs. This much need shot in the arm for Garo Hills will be a wasted opportunity only serving to line the pockets of a select few.

They also express, the  grievances, the  Unemployed Youths  in the state of Meghalaya who had registered themselves with the employment exchange of the labour department in different District headquarters of the state till 30th June 2016 as registered in the live register all together are 39472 in numbers.

It is a well known fact that the bookish theory or practical exercises learned in the classroom are seldom applied in practical life. There are many educated youths who are unable to even draft a leave letter not to speak of an official one. Government jobs are saturated. Therefore, it is time to formulate strategies to absorb the present and coming generation into the job fold here in the state. Else, educated youth will continue to flock outside to be employed in sectors like BPOs, KPOs and other allied IT sectors.

The danger here is that none of these jobs have adequate security or permanence as many of these companies tends to fold. And once the energy of the youth is consumed, they are left with no other alternative and are dumped back in the state to become another unemployable statistic either due to age or health concerns.

They will be turned into mere vegetables. It is necessary that any schemes of the government to ease the unemployment problem should be people-friendly, allowing the individual to put up their respective projects which they think can succeed, rather than allotting schemes from printed lists since most of such schemes will be alien to the indigenous unemployed youths of Meghalaya.Of course the figure given above does not give the true picture of the educated unemployed youths and there is also the uneducated unemployed youth sector. Taking into account the inability of the State Government to generate employment in the government services and the saturation factor we would like to put forth the proposal of:

The GSU along with other NGOs have approached the centre to open an educational centre in Nov 2015 and met the then Union Minister of State (Independent Charge) for Skill Development, Enterpreneurship & Youth Affairs and Sports, Shri Sarbananda Sonowal for setting up of an Entrepreneur College in Garo hills, which is infested by militancy  and it’s related problems, to address the unemployment problem faced by the youths. In a joint memorandum submitted to the minister, we had requested the central government to help the indigenous people of Garo hills by introducing the idea of nurturing future entrepreneurs by setting up an entrepreneur college.
