The NGOs of Garo Hills threaten they will call for agitation if police are not arresting the accused

Tura, October 17: The conglomeration of NGO’s of Garo Hills, GSU, ADE, FAF, AYWO, FKJGP and the GHSSMC, in their letter sent today to the Deputy Commissioner of West Garo Hills District Mr Pravin Bakshi they have demanded that all the seven accused in the alleged murder case  be arrested  Immediately.

As a mark of condolence and mourning for the death of Te Sengat Sangma, “we request that all the shops in Tura remain close and pull down their shutters from 5:00AM till 5:00PM on the 19th Oct’16. If our demands are not met we will intensify our agitation”.

All the seven people named in the murder should be arrested and severely penalized. Their incarceration will lead to further arrest of people involved in the murder. The NGO’s of Garo Hills also demand that

The role of the doctor on duty who apparently cannot differentiate between a serious case and a normal check-up routine must be enquired into. The guilty doctor must be suspended for negligence. A doctor who does not know about concussions, internal bleeding and internal injury is useless.

The S.I. of Tura PS Laxman Chetry must be suspended because he assaulted two people in the control room. Further enquiry must be made into the incident why a seriously injured person is kept in police detention instead of referring him to a hospital as early as possible.

The administration and the police department must make efforts to curb the nefarious activities carried out in Rishipara. Enquiry must be initiated why the sale of drugs, illicit liquor, sale of liquor in the black market and prostitution is possible in Rishipara when it right under the nose of the administration and the police.

It is no great secret that there is tension in Garo Hills when two minor female adolescents have been sexually violated and now again an adolescent of sixteen years have been murdered. The whole situation is of a powder keg waiting to explode should the administration choose to take the situation lightly and the police once again drag its feet and scuttle the investigation through inept approach and negligence.

We are aggrieved that such insults to the Garo people are being heaped upon in succession. Though we offer our condolences to the family members of the aggrieved it is becoming a habit and is becoming routine. We believe that certain corrective measures have to be put into place lest we visit the horrors of 1987.

The death of Sengat N. Sangma could have been prevented if the police and the doctor had been vigilant enough to detect the seriousness of the injury. How such an injury could be overlooked by both the police and the doctor who examined him which ultimately proved fatal.

That brings to mind the death of Te Balsan S. Marak who died in police lock up after being beaten by the police. The only difference in the present case is that the police had either time or had the presence of mind to evade the stigma of death in lock-up while under police detention.

The NGO’s asked ,how did the doctor who checked him on the 13th Oct’16 failed to ascertain the seriousness of the injury? This brings to mind the Lt. Balsan S. Marak’s case! Who is this doctor who does not know what a concussion is or for that matter does he know about internal bleeding and injury? The doctor should have kept him in the hospital and monitor his health. If he had received proper medical care in time he could have been saved. Action must be taken against this particular errant doctor.

The assault on the detained people in the Tura PS is common knowledge. It is hightime that the well being of the detained persons in the Tura PS is looked after and their rights be upheld as per law. We had demanded earlier that CCTVs be installed to monitor fulltime that no one is assaulted physically or verbally in the Tura PS. The S.I. of Tura PS Shri Laxman Chetri must be suspended and a departmental enquiry must proceed against him.

The NGO’s asked Cherang Arengh and Akitik M. Marak must file a case against Laxman Chetri who assaulted them in the Tura PS. We request this of the two people because if citizens do not know their rights or to stand up for their rights these kind of physical abuse will go on in the Tura PS.

To avoid communal tensions in Garo Hills, the administration and the police must arrest all the seven persons named and penalize all the other individuals who was involved because as per reports there were around thirty people involve in the murder. The Civil Hospital must enquire why the doctor on duty failed to grasps the seriousness of a patient who has been beaten up and ultimately proved fatal. We make the following demands in the light of misconduct and neglect of the administration, police and the Civil Hospital:
