NGOs: GoM should protest inclusion of the term “unrepresented tribes” in 6th Schedule amend

Shillong, August 25: Conglomeration of NGOs from Garo Hills had their apprehension about the status of the proposed amendment Bill to the 6th Schedule that the GSU,AYWO,FKJGP,ADE and FAF wishes to inform the Garo people about the necessity to be aware.

The polarisation of the targeted hindu tribes of Garo Hills will have far reaching negative impacts in Garo Hills because, as of then, the danger and irritation was the illegal Bangladeshi immigrants alleged the NGOs from Garo HIlls.

The NGOs from  Garo Hills said that is bound to face interesting times of violence and attritionamongst tribal’s and Garos forgoing the illegal Bangladeshi immigrants who we thought were the aggressors and real cause of  drastic demographic  change in Garo Hills.

The struggle of the ANVC, for all its wrongs or rights, paid in blood by the people of Garo Hills, must be acknowledged maybe not as a rightful path but definitely as a cry of the Garos to be recognised and deserving of every right under the Indian Constitution to be prosperous, educated and developed but it must be development with protection as an indigenous tribe of Garo Hills.

The NGOs alleged that the particular move of the GOI to include the term “unrepresented tribes” in “The Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019” to amend the 6th Schedule is a highly controversial decision.

This controversial act will resonate negative sentiments between the Garos and other tribes of Garo Hills which will create a rift in harmonious relationship between tribals and destroy the social fabric of unity.

In the Amendment of the Sixth Schedule ” Section 3, (a) in paragraph 2, (i)in sub-paragraph (1) is inserted “The governor will nominate six members of whom atleast two shall be women and atleast four shall be nominated from the unrepresented tribes”.

This particular issue was discussed many times in various meeting with the State Government  and with the official from the Home Ministry where the Civil Societies and NGOs of Meghalaya under the umbrella of MITCRM objected it again and again.

This issue was raised with the contention that there is no law to debar the Koch, Hajong and Rabha from participating and contesting in the GHADC which means they have equal rights under the 6th Schedule.

The NGOs urge the  Chief Minister of the Government  of Meghalaya and the CEM of the GHADC to give protracted protests and vehement denial against the inclusion of the term “unrepresented tribes” in the 6th Schedule amendment.

The NGOs claim that they are privy to the knowledge that the last meeting on the issue of amendment of the 6th Schedule is to be held as the GOI has given directions for the final decision on the matter from the Government of Meghalaya and the ADCs to be submitted.

The GSU has objected to the term “unrepresented tribes” in various meetings as part of MITCRM. Said Mr.Tengsak G. Momin     president of the GSU and Mr.  Manseng A. Sangma chief adviser of the GSU in the press statement issued to day.
