Shillong, June 02: New elected Lok Sabha MP from Tura constituency Mr Conrad K Sangma along with Mr Thomas Sangma, Former MP Rajya Sabha and Mr James Sangma, Opposition Chief Whip, met the Joint Secretary (North East), Mr Satyendra Garg, Ministry of Home Affairs, Government of India in New Delhi today.

The delegation discussed the implementation of the Peace agreement between the Central Government, State Government and the ANVC and ANVC (B). Mr Conrad Sangma, expressed concern over the non fulfilment of the terms and conditions that were in the peace agreement. He expressed concern over the fact that no proper rehabilitation nor any financial packages had been given to the cadres of the ANVC and ANVC(B).

The NPP leaders also apprise about the  State Government had not been very regular in paying the stipends of the cadres. Minors works of some of the departments, which were supposed to be transferred to the GHADC had also not been completed yet. Moreover there were no regular meetings or reviews being held by the Central and State Government to actually assess the situation and propose on how to move forward. Mr Conrad expressed concern over these lapses and felt that if the Government does not sincerely work towards fulfilling the commitments which were mentioned in the peace agreements, it would have adverse effect on the current situation, which has been moving in a positive direction.

At the same time the delegate was also concerned about the Central and State Governments stand and policy on how they would rehabilitate cadres of other groups, like the GNLA, who have been surrendering in large numbers in the recent past. the delegation felt that if proper steps are not taken then it will discourage other cadres who might want to surrender too. the delegation urged the Central Government and the State Government to take up the matter seriously and to ensure that proper rehabilitation be given to all the cadres who have been surrendering so that it encourages others to surrender also.

Mr Conrad Sangma also discussed release of Funds under Special Assistance given by Central Government to the GHADC, KHADC and JHADC and urged the Home Ministry  to make necessary intervention. Funds had been released to the State Government on the 18th of February 2016, and were still lying with the State Government. As these funds are Tied funds meant specifically for the District Councils, the delegation felt that the State Government was unnecessary delaying the release of the funds to the Councils. Their requested that the Central Government should immediately intervene and ask the State Government to release the funds immediately without further delay.
