KHNAM seek the intervention of the state govt in job reservation in telecom sectors

Shillong, June 08: The Khun Hynniewtrep National Awakening Movement (KHNAM) today met the Information and Technology Minister Dr Ampareen Lyngdoh to seek government intervention in Job Reservation in various telecom sectors in the state of Meghalaya.

In the memorandum submitted to the Cabinet minister, KHNAM has pointed out that, Unemployment in the state has been one of the major problems faced by the indigenous youth today. Telecom has been one of the major employment generating sectors today. It has been observed that all of the telecom companies do not adhere to the State Reservation Policy of the state as notified vide PER/222/71/138 dated 12th January 1972, thereby contribute to the rising rate of unemployment in the state.

The principles of reservation of vacancies as envisaged in the Government Resolution mentioned needs to be followed in making appointments to posts and services. The contractors connected with the these telecom companies should also fall in line and adopt the principles of reservation where such an arrangement is formalised as a conditions of the agreement entered into by the company with the contractors.

It has also been observed that persons employed as manager in most of the telecom companies are not residence of the state, 100% of these managers operate from Assam thereby blocking employment opportunity to the well unemployed educated youth in the state. This is highly objectionable. All Telecom companies need to be directed to adhere to the State Reservation Policy for employment of various service and post and also ensure that persons employed are permanent residence of the state preferably the indigenous youth so as to bring down the present unemployment rate.

KHNAM also want that Khasi Language should be used in Interactive Voice Respond (IVR).  In most of the state in India the IVR of the telecom companies have three language English, Hindi and a local language of the state in which the company operates for eg. in Assam the IVR language used are Hindi, English and Assamees, In West Bangal the IVR language used are Hindi, English and Bengali. However it is seen that the telecom company operating in the state use only Hindi and English as an IVR language without the local Language. It is therefore requested that all telecom companies be directed to ensure that local language of the state be included in the IVR.

As per Harassment of women at work place Act 2013 all the organised sectors with more than 10 employee are required to maintained a complain committee in order to ensure safety of women. However, it is seen that most of the telecom companies are not maintaining the same. Therefore it is requested that all telecom companies be directed to ensure that such committee are put in place and safety of women should be one of its major responsibility at all time.

It is noted that most of the employee employed with various telecom company are not under the company pay role, they are under a third party pay role which are operating from Assam. Therefore all telecom company needs to be directed that the third party or agency which are tide-up with the company should be from the state, operated by permanent residence of the state.

It is noted that most of the company or agency which employ youth do not adhere to the minimum wages as notified by the labour department and youth/employee are forced to work at lower wages due to unemployment or economic conditions at home. It is requested that all telecom companies be directed that the minimum wages notified by the government from time to time should be followed and implemented at all levels.
