The student of MGSS the face the board exams as regular candidate

Shillong, September 25: The Director of School Education and Literacy (DSEL), Govt. of Meghalaya Mr. A. C. Marak, inform the FKJGP of  Mawsynram Circle that the regularization of Mawsynram Government Secondary School is already done and students from now on they will not face the board exams as private candidate but they will be known as regular candidate.

The FKJGP Mawsynram Circle let by its president Mr Banshai Marbaniang along with Mr Marbut Dkhar organizing secretary of the central body, on Friday 23rd Sept, 2016 has meet the Director of School Education and Literacy (DSEL), Govt. of Meghalaya Shri. A. C. Marak, MCS to point him against the Education Department that still remain silent for almost 2 years regarding the demands of the organization and the parents of the students study under Mawsynram Government Secondary School to immediate appoint the unfilled teachers at the said school till date.

The organization remind him that after the upgradation of the upper primary section into Secondary section of the said school, the Education Department through Rashtriya Madhyamik Shiksha Abhiyan (RMSA) did not appoint the teachers as required by the schools till date. The students studying in the said schools are facing lots of problems due to not having proper teachers. They do not know how to learn, where to start and where to end the subjects. This can ruin their study in the said school.

The FKJGP Central Body, have meet the former Education Minister of the Government Prof. R.C.Laloo at his office chamber last year to discuss with him for the same issue. Prof. R. C. Laloo replied to the organization that he will look into the matter concerning towards the appeal of the organization but yet till date no results has been comes out.

The FKJGP in the memorandum shows the problems of the Schools, Mr. Banshai Marbaniang had personally met the Director at his office chamber to discuss about the same issues facing by the students studying in the said school. Mr. Banshai said that the main problem which are facing by the students in the said school is that they cannot covered totally the course as per the provision of the board. Teachers from upper primary section have to help the secondary section as part time in sympathy to the students.

The Students under the Secondary Section are facing a lot of problems in their studies due to the lack of skilled and trained teachers for imparting education and for completion of the courses. As you are well aware, ever since the school was upgraded to a Secondary level, appointments for Secondary level teacher’s to conduct classes for the students have not been made till date.

It might be noted here that the Students especially those in the Classes IX & X are at a critical juncture in their studies with most of them having to appear for the Board Exams without any support in the form of proper classes or tuitions being provided to them.  The end result being that the school will have a high failure rate.

It is surprising to notice that teachers being the backbone of the school are not provided at all which hampers the daily classes and education of the students.  Students appearing for their Board Exams are unprepared and outcoached and not tutored in their subjects. This will lead to their failing their exams which is one of the most important exams in their lives and which could impact their future and morale.  This gross inadequacy in not providing appropriate teachers for the Secondary level will have a disastrous effect on the future of the students and could even lead to the students dropping out of the school for those who came from a very poor families and it can also lead them for shifting to another school.

As it has been reported recently, the secondary section in the said school has been stopped functioning due to not having a proper teachers. Mr. Banshai questioned the Education Department that what is the used for the department to upgrade the said school as it is running without any teachers. This is something like a torture to the students studying in the said school.

It has been remind here, that the Government L. P. Schools at Mawsynram formally known as Government Medium English (ME) & Basic School Mawsynram were established in the year 1946 before India gain its independence under the United Khasi and Jaintia Hills. After India gained its independence, the school was provincialize under the Assam Schedule undertaking of the then Undivided Assam Government. In 1972, when Meghalaya gained its Statehood, the school came under the purview of the Meghalaya State Government under the Director of Public Instruction (DPI) and after being made the changes of the policy of the Education Department, this school came under the supervision of the Deputy Inspector of Schools, Govt. of Meghalaya.

The School has come a long way since its inception changing according to the times. It started as a junior and middle school, with classes being held up to standard V . With the introduction of the new system of Lower and Upper Primary Schools, the schools was upgraded to an Upper Primary School compulsory with classes being held up to standard VII  in the year 1994-95 and class –VIII compulsorily. Recently in the year 2014 the School was further upgraded to a secondary level with admission up to Class-X  being made available to the general population of the area.

The School has been managing by successive governments with each government providing a modicum of support to the school. However, the school has not been able to give its full degree of service to the people of the area. This is due to the fact that the administration of the school being remote control from Shillong. However in recent years with a change of management being given to the local authorities of the area the school has made remarkable strides in providing education to the residence of the area.

The managing committee members comprising of the Deputy Inspector of School as Chairman and the Headmaster of the Schools as Secretary and includes Headman of the Mawsynram Village, Teachers, Parents and local NGO leaders as members.

At present the total strength of the Upper Primary Section is sufficient. There are 5  classes with 4 classroom and additional classroom is under construction and the total classroom strength comprised of 100 students and above. However, the strength in the Secondary Section is become totally unfilled. Under Mawsynram C&RD Block there is no Government School that is functioning properly except this one.

At the moment while the discussion is running on, Mr. Banshai, the President proposed directly to the Director, that the Education Department should appointed directly to the selected candidates from the interview which has been already conducted during last year. The President also proposes that no new advertisement should be made from the department regarding the appointment of the teachers at the said school. Mr. Banshai also said that the department should appoint the teachers immediately as per required by the students without any delayed or otherwise it will be forced to adopt any actions made by the organization and the parents of the students.

In the meeting the FKJGP claim that Mr. A. C. Marak, MCS said that he has to be accepted the suggestion made by the FKJGP Mawsynram Circle and he replied that the Education department will be re-validate as selected the candidate in the interview earlier for the appointment of the post of teachers in Mawsynram Government Secondary Schools and also he said that after getting the resolution from the Executive Committee of the Rashtriya Madhyamik Shiksha Abhiyan (RMSA), the department will immediately appoint the teachers in the said school for the importance of the students and he also told to the organization’s leader that it won’t take for so long and there should be no delay from now on and before the end of this year the teachers will surely appointed at the said school.

Mr. Banshai also says that the education department should regularize Mawsynram Government Secondary Schools as per Recognition of Secondary and Higher Secondary School Rules 2012 of Meghalaya Schools Education Act 1981 to make the students to enter the board exams as regular candidate not private candidate as happen before. They are studying in the government schools it should be made regularized in the Government school while comparing to others private schools it’s totally different.
